It is installed on the upper part of the casing to rotate it and as a platform to apply downward pressure (some operators stand on it or add sandbags).

They are used with the casing clamp or another strap wrench to tighten and undo the joints. Pipe wrenches (stilsons) are not recommended because they damage the thin pipe.
